Background papers from the Itsekiri,
Ijaw, and Urhobo help to explain their various positions on the Warri crisis.
The Itsekiri presented their background paper at the venue of the Summit.
There was no room, however, for the Ijaw and Urhobo delegations to reply
to the substance of the Itsekiri claims that their King's title as Olu
of Warri and their presumed ownership of Warri are beyond discussion.
However, an Urhobo document bearing on these matters was introduced to
delegates shortly after the Washington, DC, Summit. Similarly, an Ijaw
document on the matter of ownership of Warri and the controversial location
of local government headquarters was introduced to delegates shortly after
the Washington parley. All of these documents are presented here.
